Default Skill Stealling

For skills where you steal or acquire an enemy's skill, will that new skill be as affective as if they were using it (i.e. based on the enemy's attributes) or will it suck because you don't have the needed attribute?

Yup. I was disapointed when I used Inspired Hex for the first time and saw that the skill's level was based on my own attribute. Stupid really.

I love arcane thievery, it can really mess up builds good.

Arcane Thievery is still useful because your target can't use the spell while you have it.

Inspired Hex is still good because it's only 5 energy, and you gain energy by stealing the hex.

Inspired Enchant is still good because it has a "recharge" of 20 seconds, as opposed to the 25s recharge on Shatter Hex. (it may not be worth it if you're using recharge improvement foci)

Arcane Mimicry is excellent because you cast it on an ally instead of an enemy. This means that you can arrange for your allies to have elites that are useful to you as well. This is a great way to pull off skill combos that normally require two or more elites to be equipped at once.

I consider it an extra perk that you can cast the spell you've stolen, but it's hardly the main attraction.

I rarely use the Hex stolen by Inspired Hex but it is a great way as a monk to have a hex remover AND energy management. Normally I keep it for myself to counter Lightning Surge or really nasty hexes. This nets me some energy as well, it's a real beauty to me.
